GENEVA (28 September 2016) – Ms. Kate Gilmore, the UN Deputy High Commissioner for Human Rights, today addressed the Human Rights Council at the 33rd regular session in Geneva. Introducing the report of the Secretary General on the role and achievements of OHCHR in Cambodia, Ms. Gilmore noted that “dual trends” could be seen in Cambodia. While there has been “steady progress on a number of technical issues,” Ms. Gilmore pointed out that “the deteriorating relationship between the two main political parties [was] severely affecting the ability of Cambodians to exercise their fundamental rights.” She reaffirmed OHCHR's longstanding partnership with the Government to assist it in the implementation of its human rights commitments and obligations, as well as the Office's readiness "to continue, in a spirit of partnership, under a Memorandum of Understanding that fully reflects mutual respect for our respective duties and puts human rights at the heart of our collaboration in accordance with the UN Charter."
