PHNOM PENH (21 July 2017) - OHCHR has released its human rights analysis of the draft Law on Agricultural Land in Khmer and English. The analysis is based on the applicable international human rights standards, drawing in particular from the Universal Declaration of Human Rights, the United Nations Declaration on the Rights of Indigenous Peoples, the United Nations Guiding Principles on Business and Human Rights, and the range of legally binding international human rights treaties to which Cambodia is a party. Nearly all human rights are at stake when agricultural land is not properly managed, especially for subsistence farmers, indigenous peoples and other vulnerable persons and groups. OHCHR offers its analysis in anticipation of the next opportunity to bring the draft Law closer in conformity with the relevant international human rights standards, given its profound implications for Cambodian peoples.
