20 November 2014 - OHCHR Battambang regional office and the Deputy Prosecutor of Pursat Court of First Instance conducted a joint four-day mission in five districts in the Province of Pursat, leading half-day briefings on the Convention Against Torture (CAT) and rights upon arrest. This mission was a follow-up on CAT trainings that the OHCHR held in January 2014 for law enforcement and judicial officers. Between 17-20 November, a total of 215 participants attended, including police, Gendarmes, district military and civil authority officials, 24 of whom were women. OHCHR staff presented briefings on CAT, its Optional Protocol (OP-CAT), and Arrest Rights Cards that explain legal safeguards against torture and ill-treatment for civilians and law enforcement officers. Staff also distributed relevant Prakas and legislation on torture prevention and on Peaceful Demonstrations, offering guidance on interpretation. The Deputy Prosecutor answered specific questions on the Criminal Procedure Code (CPC) and Penal Code, and questions relating to day-to-day policing and criminal justice matters. The Deputy Prosecutor took the opportunity to visit the places of detention and check registries. OHCHR anticipate working with the Prosecutors again in 2015 to conduct awareness-raising of human rights standards with regard to the use of force and firearms by law enforcement officers.
