22 August 2014- The OHCHR Representative, Ms. Wan-Hea Lee, met this morning with the Minister of Justice, HE Ang Vong Vathana to discuss a range of issues relating to the administration of justice and present and future contributions of donors in this area, including OHCHR. The meeting began between Ms. Lee and Ministry officials under Secretary of State, HE Hy Sophea, while the Minister joined the meeting later due to urgent State duties. Ms. Lee and HE Hy Sophea reviewed the differences of approach taken with regard to the recently enacted three fundamental laws on the judiciary and those advocated for by civil society and the international community. The Minister requested OHCHR's support for the convening of an inclusive meeting in October regarding the laws, to which the Ministry planned to invite all concerned stakeholders. Ministry officials announced that they were now focusing on elaborating several sub-decrees to operationalize the three laws. Work is ongoing on the establishment of a center within the Ministry to monitor the management of case files in the entire country. They are also preparing a Plan of Action on legal and judicial reform, which when finalized would be shared with development partners. Ms. Lee stressed the importance of a participatory process in each of these areas and expressed the hope that the Technical Working Group on Legal and Judicial Reform, the Government composition of which Ministry officials explained was being re-examined, would soon be able to take up these specific issues in more depth.
