OHCHR produced a short video on peaceful assembly. Its content is based on the articles of the Peaceful Demonstration Law and its Implementation Guideline adopted in 2009 (download the Law on Peaceful Demonstration in English | Khmer and download the Implementation Guide to the Law on Peaceful Demonstration in English | Khmer). The video is useful for any group of individuals (community, association, trade union, etc.) in order to better understand their rights and obligations before organizing any peaceful assembly. The video explains the definition of peaceful demonstration and which activity falls or not under this law. It also describes the obligations, rights and concrete steps that must followed by the organizers of a peaceful assembly – sit-in or moving demonstration.
This video is also very helpful for municipal and provincial authorities in order to understand their obligations and which actions they must take and within which timeframe (Download the information leaflet on the procedures for notifying the authorities of a forthcoming peaceful demonstration in English | Khmer).
We heartily encourage any individual, State authority and civil society organization to widely diffuse this video in order to ensure that peaceful assembly can be widely and peacefully enjoyed wherever in the Kingdom of Cambodia.
OHCHR developed this video in order to support the Government in the implementation of the Universal Periodic Review recommendations related to the promotion and respect of freedom of assembly as understood in international law and norms (Download the UN 10 principles for the proper management of assemblies in English | Khmer, and implementation checklist of the 10 principles in English and Khmer).These recommendations enjoy the support of the Government of Cambodia. In particular, the recommendation number 118.111 recommends Cambodia to: “Ensure full respect, in law and in practice, for the freedom of peaceful assembly and of association, consistent with international law”.
