11 September 2009 - Accusations of “incitement” have been increasingly used by authorities to intimidate human rights defenders who advise local communities to exercise their rights under the Constitution, most recently in the case of ADHOC Coordinator Pen Bonna and Radio Free Asia Reporter Ratha Visal.
