The report is the result of over two years of documenting and monitoring individual cases of popular justice, as well as the State’s response, and identifies some factors and structural causes leading to such cases. It examines the human rights aspects of this phenomenon and provides recommendations to the Government to help prevent acts of popular justice and combat impunity.
