26 January - A two-day workshop discussed how Cambodia will implement the Optional Protocol to the Convention against Torture (OPCAT) in Khmer language and, in particular, create a national preventive mechanism (NPM). The workshop was organized by the Ministry of the Interior in cooperation with OHCHR and RCT, a Danish NGO. It was opened by Deputy Prime Minister Sar Kheng. Mr. Hans Draminsky Petersen represented the Geneva Sub-Committee on the Prevention of Torture, the international body of experts which oversees the Protocol. At the meeting, it was agreed that Cambodia needs more time to create a truly-independent NPM as required by the Protocol.
