10 May 2013 - Preparations are underway for the Royal Government of Cambodia's 2nd cycle report in the Universal Periodic Review process (UPR) of the Human Rights Council. To assist the government in preparing its report for the next cycle, OHCHR and the Cambodian Human Rights Committee (CHRC) co-organized an inter-ministerial workshop today attended by State officials to discuss the challenges and achievements in the implementation of UPR recommendations as well as the preparation of the State's report which is due on 28 October 2013 to the Human Rights Council. The Royal Government accepted all the 91 recommendations during the first cycle review in 2009 and will be reviewed again by the Human Rights Council at its 18th session early in 2014.
 
The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN Member States. The UPR is a State-driven process which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations.
On 30 April, OHCHR in collaboration with the Cambodian Human Rights Action Committee held a workshop with civil society organizations to present the guidelines in submitting information for the Stakeholders' Summary, one of the three reports that are reviewed in the UPR process. This meeting resulted in the consolidation of groups of CSOs which will submit joint thematic reports on the situation of specific rights in Cambodia. Deadline for written submissions of information from civil society organizations for the Royal Government's 2nd cycle review is 24 June 2013.
